When public funding decreases, ongoing costs inevitably rise—such as for track access, terminal use, energy, and planning services. The infrastructure surcharge was introduced following a decision by the federal government to reduce financial support for track access charge subsidies. This surcharge is a direct response to the decreased public funding and is intended to close the resulting funding gap effectively, while safeguarding capacity during peaks.
